Here is what fixed the problem
Just to be sure, changed the password for both SYSMAN and DBSNMP
emca -config dbcontrol db

Oracle Enterprise Manager is not able to connect to the database instance
DbConsolseService was up and running, SYSMAN and DBSNMP accout were both unlocked, but enterprise manager wont start
Here is what fixed the problem
Just to be sure, changed the password for both SYSMAN and DBSNMP
emca -config dbcontrol db
